ENEL ANNOUNCES START OF OPERATIONS AT SMOKY HILLS I WIND PROJECT

Lincoln, Kansas, February 26, 2008 – Enel SpA, through its subsidiary Enel North America, Inc., announced today the completion of a 101 megawatts (MW) wind farm in Kansas. The Smoky Hills Phase I project will produce energy sufficient to power more than 37,000 average Kansas homes annually and it is the largest operating wind project ever set up by Enel.

Enel CEO Fulvio Conti stated: “We are today achieving yet another major step forward in our strategy of development of renewables and innovative generation solutions. We continue to deliver in our plan to abate CO2 emissions, one of the most advanced in the world.”

The Smoky Hills I, Kansas Wind project, located in Ellsworth and Lincoln counties, 140 miles west of Topeka, utilizes 56 Vestas V80 1.8-megawatt wind turbines. The project, developed by TradeWind Energy LLC, is owned by Smoky Hills Wind Farm, LLC which became a subsidiary of and purchased by Enel in 2007, is now delivering wind power to three local utilities: Sunflower Electric Power Corporation, Midwest Energy, Inc., and the Kansas City Board of Public Utilities. GE Energy Financial Services has invested in the project.

Enel and Tradewind are continuing to develop the Smoky Hills site that has the potential to be further expanded to reach about 250 MW of total installed capacity.
